WELCOME

  Chair called the meeting to order at 4:02 p.m.

GCDC Presentation of proposed language for the Gadsden County Code of Ordinances-Economic Incentives

  Mr. Lee Garner had some opening remarks regarding the meeting that was held.

 

He then turned it over to Beth Kirkland and Rob Nixon.

 

Ms. Kirkland said there was proposed language for the ordinance for economic development.  She said was a tax refund/grant approach.

Provide a Sample Project Showing Scenarios Suitable for Inducement

For project eligibility, 1st was industry sector; 2nd jobs; 3rd capital investment.

 

Types of projects:

New to Gadsden County business;

Expanding Gadsden County Business;

Investment in Spec or Shell buildings.

 

Commissioner Taylor arrived at this juncture of the meeting.

 

Another process used in draft-point system-to qualify and rank projects should there be more than one prospect at a time.

 

Commissioner Morgan asked questions.

 

Commissioner Hinson arrived at this juncture of the meeting.

 

She then turned it over to Rob Nixon.

 

Commissioner Taylor had a question. 

 

Commissioner Hinson had comments.

 

Dr. V said when talk about skillset, talking about force

 

Mr. Rib Nixon presented the second scenario-Business expands at Current Location

 

Beth Kirkland presented the last scenario: New Business evaluates Gadsden County as potential location.

 

She then pointed out the Use of Funds.

 

Commissioner Taylor asked with regards to ad valorem taxes being refunded, if it hurt the county.

 

Commissioner Morgan asked questions.
